St Paul Regional Water Services (SPRWS)

Recycling/Organics
The City of Saint Paul partners with zero-waste nonprofit Eureka Recycling to provide weekly recycling service to all Saint Paul households. Learn more about residential recycling, organic materials recycling and more on the City’s website.
Ramsey County Food Scraps Drop Off -NOW OPEN IN HIGHLAND PARK!!
A new collection site in Highland Park will make it easier for Ramsey County residents to drop off food scraps. The new site is open 24 hours a day, year-round at 800 S. Snelling Ave., Saint Paul.
With the new location, the county now has 16 food scraps drop off sites – including all seven Ramsey County yard waste sites. Locations and items accepted.
More than 20% of what goes into the trash is food scraps. Composting is a better option to manage this waste. Food scraps collected though this program are turned into compost at an industrial compost facility and used for gardening, landscaping and construction projects. Compost can help soil hold more water and nutrients, support more living organisms, help control erosion and storm water runoff, and much more.
Free food scraps starter kits and compostable bags are available at Ramsey County Yard Waste collection sites (while supplies last).
Use the county’s interactive map.to find all county collection sites for food scraps, yard waste, medicine and household hazardous waste.
Volunteers are needed to remove snow at the collection site after each snowfall. Please contact the Highland District Council at 651-695-4005 or email [email protected] if you are interested.

Deer Management
Since 2008, the City of Saint Paul, Department of Parks and Recreation has worked cooperatively with Ramsey County on deer management efforts in Saint Paul. Read more here.
EAB Management
Emerald ash borer (EAB) is a destructive insect pest that attacks and kills all species of ash trees native to North America. Since it’s arrival in St. Paul in 2004, it has continued to spread throughout the city and has reached a critical stage. Visit the City of St. Paul’s website for details.

STAR Grants -The Neighborhood STAR Program awards loans and grants for capital improvement projects in Saint Paul neighborhoods, funded by 50% of the city’s half-cent sales tax proceeds. Proposals must be neighborhood-based projects designed with neighborhood representation to strengthen Saint Paul neighborhoods and address problems, needs and opportunities. Proposals can be a project or program that results in capital improvements in Saint Paul. Local Food Options
Several options for no-cost and low-cost food are available in and near Highland Park. See a list. Visit ramseycounty.us/FoodResources to find food shelves, no-cost meal sites, mobile grocery stores, farmers’ markets, and Fare for All discount grocery locations, as well as information about applying for programs (SNAP, WIC) to increase monthly food budgets.
Snow Shoveling
Contact the Mens’ Club at Lumen Christi, Holy Spirit or local Scout Troops. The Block Nurse Program (see below) also can assist with snow shoveling for a fee.
Block Nurse Program
The Highland Block Nurse Program helps people remain in their own homes or apartments as long as possible. They provide a wide variety of services on a sliding scale, including in-home registered nurse and home health aide visits, escorted rides to appointments, grocery shopping/errands, and caregiver support and respite.
Neighborcare
NeighborCare by Episcopal Homes is an innovative new home care model designed to help older adults remain independent longer by making in-home support services more affordable and accessible. NeighborCare will help clients with daily tasks that take an average of 20 minutes per visit, possibly multiple times each day.
